District 1199C's Mission
The District 1199C Training & Upgrading Fund's mission is: (1) providing access to career pathways in healthcare and human services for incumbent workers and job seekers through education, training and work-based learning; and, (2) building the capacity of the Delaware Valley's healthcare industry to create a highly-skilled workforce through on-the-job training opportunities and the development of an education pipeline that aligns with career ladder steps.
Created in 1974 by collective bargaining agreements between District 1199C of the National Union of Hospital & Health Care Employees (NUHHCE) and 11 Philadelphia hospitals, the District 1199C Training & Upgrading Fund has grown to include more than 50 acute care hospitals, long term care and behavioral health facilities, and homecare agencies. A uniquely designed labor management partnership, the Training Fund broke new ground at its founding with a commitment to serve both union members and the community – a commitment it has honored and grown over the last four decades, serving more than 100,000 Delaware Valley students.
Today, the Training Fund serves over 4,000 students annually at the 35,000-square foot Breslin Learning Center in Center City Philadelphia. The Training Fund’s student-centered approach to education and training incorporates individualized career coaching and case management to help individuals obtain the educational credentials and professional certifications they will need to achieve their academic and career goals. Uniquely, all Fund training programs are designed on an integrated educational model that advances students towards their academic and career goals simultaneously, incorporating contextualized workforce preparation into academic courses and literacy supports into occupational courses.

Training Fund Youth Programming opens the door to the full spectrum of life skills, and offers students exposure to dynamic, comprehensive real-world situations. This not only includes the In School, Out of School and Summer programs, but also participation in career fairs, internships, employer panel programs and tours of local hospitals and nursing homes. For Members
The District 1199C Training & Upgrading Fund provides eligible District 1199C union members with a comprehensive range of educational services to support career advancement, wage growth, and adaptation to changing healthcare workplaces.
If your employer contributes to the Training Fund, you are eligible to attend classes at the Fund's Breslin Learning Center, or - through the Tuition Reimbursement or Full-Time Scholarship programs - at one of 45 areas colleges, universities or technical schools. Classes at the Breslin Center are available on a flexible schedule, with morning, evening and weekend hours, and career coaches on-site to help you choose the best class for your educational and career pathway.

The Training Fund has delivered education and training to District 1199C union members for over four decades. Training Fund classes can be offered at the Fund’s Breslin Learning Center in Center City Philadelphia or at contributing employers’ worksites. Employers can request on-site training in any of the Fund’s existing programs, or work with the Fund to design new, customized training to meet their specific workforce needs –all at no cost to our contributing employers.
The Training Fund offers a wide variety of classes – from academic and computer classes, to technical training/certification programs and soft skills refresher courses – all developed with input from the Fund’s employer partners, to ensure that participating members develop the skills they need to succeed in 21st century healthcare workplaces.
Each year, more than a thousand District 1199C members participate in Training Fund classes, while another thousand take advantage of tuition reimbursement benefits to continue their education. Team GottHealth consists of ten University of Pennsylvania freshman who are studying business at the Wharton School.
